The United Kingdom and the United States have announced a major bilateral deal that will preserve no levies on British pharmaceutical exports entering the American market.

Agreement Details of the Deal

In exchange for the tariff guarantee, the UK has pledged to raise spending on pharmaceuticals through the National Health Service (NHS). This pledge secures that tariffs on these key goods will remain at nothing for a period of 36 months.

This deal is in response to earlier statements to hike import taxes on patented pharmaceutical imports, with increases floated as high as double the cost.

"This arrangement with the UK bolsters the international landscape for new treatments and introduces long-overdue equity to transatlantic pharmaceutical trade," a statement noted.

Economic Impact

Medicines constitute one of the the United Kingdom's biggest export categories to the America, which is by far the biggest destination for leading British pharmaceutical firms.

Statistics indicate that in the one-year period prior to September, the UK shipped medicines totaling billions to the US. This figure accounted for nearly one-fifth of all goods exports in that timeframe.

"This guarantee secures work, increases funding and paves the way for the UK to become a worldwide center for medical research," the Business and Trade Secretary stated.

Specific British Pledges

The agreement involves several notable commitments from the British government:

  • Higher Cost Ceiling: The UK will raise the affordability limit at which it considers new treatments to be too expensive by twenty-five percent.
  • Higher Drug Budget: There is a target to raise overall health service expenditure on drugs from 0.3% of Gross Domestic Product to 0.6 percent over the coming ten years.
  • Rebate Cap: The amount drug companies must return to the NHS to stay within budget will be restricted at 15%. Previously, refunds were more than 20%.

Industry Background

The pact takes place against a long-running tension between the sector and the ministers over spending levels and NHS adoption.

This friction were heightened by arguments that American customers were charged a premium for the same drugs than consumers in the other developed nations.

In recent months, several major pharmaceutical investments in the UK have been paused or scrapped, while major funding commitments have been announced toward projects in the United States.

The Science Minister acknowledged that the NHS needed to spend more on treatments, noting that its budget allocation on drugs had shrunk as a proportion of its resources over the past decade.
